I don't know what they're thinking. I think it's symptomatic of us putting human intellect (or lack thereof) on the throne instead of God. We shouldn't use altar calls as a technique, nor should we avoid them as one. FWIW, I lean toward opening the altars for seeking or ministry but haven't often been moved to do a traditional altar call for salvation (like I responded to in a SBC years ago).
